The Ministry of Labour has implemented a major update to how foreign employees obtain work authorization in Thailand. As of October 13, 2025, the department has moved away from the traditional “Blue Book” booklets to a new e-Work Permit system.
This change is designed to streamline the administration process, moving applications and renewals to an online platform rather than relying on physical paperwork.
Moving from the Blue Book to a Digital Card
The most visible change for foreign employees is the elimination of the blue booklet (Form WP3). Instead, workers will now receive a digital work permit in the form of a smart card. This card contains a QR code and barcode that officials can scan to verify employment status instantly.
All administrative tasks—such as filing for a new permit, renewing an existing one, or updating job descriptions—will now be handled through the Department of Employment’s e-Work Permit portal.
How the New Application Process Works
The new system introduces a few extra steps regarding identity verification to improve security:
- Identity Verification is Required: Before accessing the portal, both the employer (or authorized director) and the foreign employee must verify their identities using the ThaiID mobile application.
- Online Submission: Documents such as passports, medical certificates, and education degrees are now uploaded digitally by the employee or employer.
- Biometrics Appointment: While the paperwork is digital, you will still need to visit a “Foreign Work Permit Service Center” once the application is approved online. This visit is solely to capture your photo and fingerprints for the smart card.
What Happens if You Already Have a Work Permit?
If you currently hold a valid blue book, you do not need to do anything immediately.
- Current Permits Remain Valid: You can continue using your existing booklet until it expires or until you need to make specific changes (like changing your address or job title).
- Renewal means Going Digital: When your current permit is up for renewal, you will automatically be switched to the new digital smart card system.
Processing Times and Transition Period
The digital workflow is expected to speed up processing times. Approvals for BOI-promoted companies are estimated at 1–3 working days, while standard applications in Bangkok are estimated at 7–10 working days.
However, recognizing that digital transitions can have technical issues, the Department of Employment has set a buffer period. Manual paper applications will still be accepted until January 28, 2026, to ensure that hiring processes are not disrupted if the system faces early glitches.
Advice for HR Teams and Foreign Staff
To ensure a smooth transition during your next renewal, we recommend the following:
- Install the ThaiID App: Both directors and foreign staff should download and verify their profiles on the app early to avoid login delays later.
- Prepare Digital Files: Have clear scans (PDF or JPEG, under 3 MB) of all standard work permit documents ready for upload.
- Start Early: For upcoming renewals, aim to log into the portal and start the process 60 days before expiry to familiarize yourself with the new interface.
