The NN visa is for the heads and staff of foreign NGOs, international organizations, and the representative offices and branches of foreign companies in Vietnam. Three types, NN1 to NN3, set by your role. Emerhub sets up the office and handles the visas.
The NN visa is issued to foreign nationals coming to work with a foreign organization established in Vietnam — an international organization or NGO, or the representative office or branch of a foreign company. It comes in three types, NN1 to NN3, set by your role, and runs up to 12 months. The organization in Vietnam sponsors the application.
It is tied to that organization and the work you do for it. The visa does not let you take up other employment, and it is separate from the diplomatic and official visas, the NG series, that cover government delegations.
All three run up to 12 months. Your role decides the type, and the type decides whether a residence card follows.

In practice, the people who run the office, NN1 and NN2, settle onto a residence card of up to three years and can sponsor their spouse and children. NN3 staff stay on the visa and renew it while they are working with the organization.
It is a working visa for your role at the organization that sponsors you.

The organization files the entry approval with the Immigration Department, naming you and the NN type for your role.

No. Diplomatic and official visas are the NG series, for government missions and delegations. The NN visa is for foreign NGOs, international organizations, and foreign companies’ offices and branches, which are private or non-governmental.
No. The NN visa is tied to the organization that sponsors you and the work you do for it. Other employment, or activity outside its scope, needs a different visa, and the NN visa generally cannot be converted to one.
