Did you know that establishments in Malaysia need a copyright license to play music within their venues? A music license provides legal authorization for businesses to use copyrighted music in public settings, ensuring that creators receive fair compensation for their work under the Copyright Act of 1987.
In this article, we will guide you through how to secure a music license in Malaysia. We will also give you an overview of the MACP and PPM licenses that are required for playing copyrighted music publicly.
Types of Music Licenses in Malaysia
Malaysia’s comprehensive music licensing ensures that all aspects of copyright are covered, protecting the interests of songwriters, producers, and performing artists alike. Failure to secure these licenses can result in legal repercussions under Malaysia’s Copyright Act.
To legally play music in a public setting, businesses typically need to obtain licenses from all three organizations:
- Music Authors’ Copyright Protection (MACP) – protects the rights of songwriters and music publishers. It allows for the public performance and broadcasting of musical works, ensuring that songwriters receive royalties when their compositions are used commercially.
- Public Performance Malaysia (PPM) – Focuses on the rights of music producers. It permits the public performance of sound recordings, including music videos and karaoke, thus allowing businesses to play recorded music legally.
- Performer’s Rights Management (RPM) – Represents performing artists. It protects their rights by allowing for the public performance of their recorded works and ensures they receive compensation for such performances.

- Register your business – As a requirement, you need to provide details about your business premises including the establishment name, type (e.g., restaurant, bar, retail store, etc.), and a business registration number. You would also need to provide details on how the music will be used (e.g. background music, live performances).
- Ongoing Compliance – Once you receive your license, you must adhere to any restrictions and requirements outlined in the agreement including:
- Report and/or record the music played within the establishment, including details about the songs, artists, and duration of play.
- Training staff about music licensing policies and compliance requirements.
- Periodically review their licensing agreements and update their records to ensure ongoing compliance with copyright laws.
