Indonesia Confirms KBLI 2025 Migration Will Be Automatic for Most Businesses
Most Indonesian businesses will not need to amend their corporate documents to comply with the country's new KBLI 2025 business classification system.
The Indonesian government has officially eliminated the administrative burden for millions of companies facing the transition to the 2025 Indonesian Standard Industrial Classification (KBLI 2025).
In a newly issued Joint Circular Letter (SEB) signed on March 25, 2026, the Ministry of Investment/BKPM, the Ministry of Law, and the Central Statistics Agency (BPS) confirmed that the majority of KBLI code adjustments will be handled automatically by the licensing systems, sparing business owners from manual updates and costly legal amendments.
No Deed Changes Required for Code Shifts
The most significant news for business actors is the clarification on Articles of Association (Anggaran Dasar). The government has decreed that:
- Automatic Conversion: If the transition to KBLI 2025 is merely a numerical code shift that does not change the substance, scope, or objectives of the business, the OSS and AHU systems will perform the update automatically.
- No Manual Deed Revision: For these automatic conversions, businesses are not required to amend their Articles of Association. This removes the need for notarial fees and the administrative hassle previously feared by the private sector.
- Existing Licenses: All previously issued and verified Business Licenses (PB), Basic Requirements (PD), and Supporting Business Licenses (PB UMKU) remain fully valid despite the change in classification codes.
When is a Manual Update Necessary?
While automation covers most standard transitions, manual intervention is still required in specific scenarios:
- Corporate Actions: If a company actively decides to change its "Purpose and Objectives" or its actual business activities, it must follow standard procedures to amend its Articles of Association through the AHU system.
- Incomplete Conversions: If a specific business activity's scope is not already covered in the existing company deed but is required under the new KBLI 2025 classification, the business actor must manually adjust their deed to match.
Implementation Timeline
The government is currently synchronizing the national databases to handle these high-volume automatic updates.
- Deadline for Systems: The Ministry of Investment/BKPM and the Ministry of Law are mandated to complete the full integration of KBLI 2025 within the OSS and AHU systems by June 18, 2026.
- Current Processing: Until the June deadline, both systems will continue to process new and existing licenses using the KBLI 2020 framework.
