Approved foreign halal certification bodies in Indonesia

Under the Halal Product Assurance Law and Government Regulation 42/2024, every product imported into Indonesia has to be halal certified. A product certified abroad does not have to repeat that process if its certifier is a foreign halal certification body, an LHLN, that holds a mutual recognition agreement with BPJPH.

Recognition removes the audit, not the paperwork. You still register the foreign certificate with BPJPH before the product reaches the market, through the foreign halal certificate registration route known as SHLN. That registration is governed by BPJPH Decree 221/2025, which replaced the earlier Decree 90/2023 and took effect on 15 December 2025.

The recognized list currently runs to 114 institutions across dozens of countries, from the United States, the United Kingdom, and the European Union to China, South Korea, Japan, Australia, and the Gulf.

Each agreement is concluded for specific product types, such as food, beverages, cosmetics, drugs, or chemical products. A body recognized for food is not automatically recognized for cosmetics. Before you plan around the SHLN route, confirm two things: that your certifier holds an agreement with BPJPH, and that the agreement covers the category your product falls under.

Where the category is not covered, or your certifier has no agreement at all, the product takes the full certification route instead, with an audit by a halal inspection agency and a fatwa from the MUI.
