Products used purely for general wellness, lifestyle, or cosmetic purposes are typically outside the MDA's remit. This includes:

2. Obtain an Establishment Licence and GDPMD Certification
Every Malaysian entity involved in the medical device supply chain must hold an establishment licence issued by the MDA. This applies to manufacturers, importers, distributors, and authorised representatives.
The MDA operates a Single Licence Policy. Each role requires a separate licence. If your Malaysian entity will act as both the AR and the importer, it must hold a distinct licence for each function. You cannot combine them under a single application.
In addition, ARs, importers, and distributors must hold GDPMD (Good Distribution Practice for Medical Devices) certification. GDPMD is an MDA quality standard that governs how medical devices are stored, transported, tracked, and handled throughout the supply chain. Without a valid GDPMD certificate, an entity cannot legally act in any of these roles.
