Cosmetics enter the Indonesian market through a BPOM notification rather than a full registration, which is why they carry an NA number instead of an NIE. The second letter of the code marks the region of manufacture: NA covers Asia, including products made in Indonesia, while NB, NC, ND and NE cover Australia, Europe, Africa and the Americas.

A notification is valid for three years and is specific to a single product. A new shade, scent or formulation is treated as a separate notification, not an edit to an existing one. A foreign brand cannot hold the notification directly: it runs through a local entity, an appointed distributor, or a partner that acts as the license holder.

How registration works

  1. Appoint a local notification holder
    Your own PT PMA, an appointed distributor, or Emerhub acting as the holder on your behalf.
  2. Compile the product dossier
    Composition and specifications, manufacturing flow, a Free Sale Certificate and GMP certificate from the country of origin, plus label artwork.
  3. Submit the notification to BPOM
    Lodge the dossier and respond to any clarification BPOM raises during review.
  4. Receive the NA notification number
    Once issued, the product can be distributed legally for three years before renewal.

  • Halal certification applies to cosmetics, with the deadline of 17 October 2026 under GR 42/2024.

Reading a BPOM number

The prefix on a registration number tells you the product type and, for many categories, whether it was made in Indonesia or imported.
