What You Need to Know About Halal Certification in Indonesia

Products Exempt from Halal Certification

Products exempt from Halal Certification must carry a visible non-halal statement. Here are products exempt:

  • Alcoholic drinks
  • Pork, dog, and their derivatives
  • Products with symbols or names that describe disobedience
  • Products made with artificial flavor, citric acid, lecithin

Non-halal products must not be misleadingly presented as halal and must adhere to the labeling requirements for consumer transparency.

Compliance Deadline

  • Medium and large enterprises must obtain halal certification by October 2024.
  • Micro and small enterprises (MSMEs), and foreign and imported products have an extended deadline until October 17, 2026.

Appointing a Local Representative

Foreign companies must appoint local representatives or importers to manage halal compliance and registration in Indonesia.

What happens if I miss the compliance deadline for Halal Certification?

Failure to comply may result in administrative sanctions, including written warnings, fines, and potentially the withdrawal of your products from circulation. Retailers may also refuse to stock non-compliant goods.

Does a Halal Certificate expire?

Under GR 42/2024, BPJPH certificates have indefinite validity. Renewal is only required if you change the product’s material composition or the Halal Production Process (PPH).

Can I sell non-halal products (e.g. alcohol)?

Yes. Products that are inherently non-halal (Haram) are exempt from certification. However, they are legally required to bear a clear “Non-Halal” label or description on the packaging to protect consumers.

What is the Halal Assurance System (SJPH)?

The Halal Assurance System (Sistem Jaminan Produk Halal or SJPH) is the mandatory internal management system implemented by a business to ensure the continuous Halal integrity of their product, supply chain, and production process (PPH). The LPH audits this system directly.

What is the difference between SHLN and Full Certification?

SHLN (Foreign Halal Certificate Registration): This is the streamlined process for imported products whose foreign certifier has a Mutual Recognition Agreement (MRA) with BPJPH. It bypasses the need for a full on-site audit in Indonesia.

Full Certification: Required for domestic production, or for imported products if the foreign certifier does NOT have an MRA with BPJPH. It requires a comprehensive on-site audit by an Indonesian LPH and the issuance of a Halal Fatwa by MUI.
